As I reported earlier I have had extreme lag spikes when driving (mostly) and I have a high end PC system (Titan GFX, 32 Megs Ram, etc) I went through every possible configuration, even changing the XML config files, putting everything on lowest. Nothing got rid of the lag/stutter then. When I set the texture setting there to medium all my spikes/lag went totally away! I next tried HIGH, which still had very tiny micro lag, but no where near as bad as when I had it in Ultra. TLDR: Change Texture settings from ULTRA or HIGH under the DISPLAY menu (When NOT in game) to MEDIUM. If that Fixes, Try bumping up to HIGH and see if the stutter comes back. Happens every 30 seconds or so now not sure why. I have switched resolution and all settings to low and still have this issue. Specs: AMD FX 4100 OC'd @ 4.2 ghz GTX 760 4gb RAM This didn't work for me no matter what graphical options/resolutions I chose even on 800x600 with everything on the lowest possible I would still only get 5 fps while driving, I didn't even put the textures above medium when I first started the game only when I found it to be unplayable did I start messing around with it. 4 gigs of ram might be the problem. Other than that it truly is weird im running it on ultra with a 760, 16gb ram and and an i7 930 which is sorta outdated. Had to oc it from to 2.8 to 3.4ghz because i was getting micro lags every now and then but i can play it on ultra, no problem. Steady 30-40 fps. Not that this is great but at least its playable. Only thing i can recommend is to completely uninstall graphics card driver and make a clean install of the newest one, or try the old one. If you have an nvidia card make sure its performance is set to maximum in the nvidia control panel ( global 3D settings or something like that.) That fixed lag issues for a couple other games for me since the graphics card was running on like 10%, because the game wasn t optimized well.
